Many saying No but it has to pass before next FY. If they consider Spill Over they have to make sure they change bill language to go back and rewrite to make for future. Say if the bill passes in Nov then from Jan visa bulletin you may not Spill Over but it will get for Oct, Nov and Dec and it will also preserve last year 260k visas which will also help tremendously Quote
