@csrcsr my attorney replied with below text my question is how can we know is it amendment or applied newly when downgraded?

In terms of interfiling, yes, if your priority date is current under the ‘final action date’ for EB-2, then you can have us ‘interfile’ the EB-2 I-140 into the existing AOS.

No logic from USCIS. If your Biometrics, I140 etc are done and did the interfile, you can feel better about GC this year if the case is in LIN. Mass transfers to NBC are good news. Probably around 1-2 months after case transferred to NBC. Key is getting them out of LIN.
