I am still not convinced that how eb3 will move to 2012 and 2013 when eb2 stays in 2011. From 2012 dates literally majority people have downgraded to eb3. So my guess is more people from 2012 are in eb3 now than eb2.

CO doesn’t take USCIS processing capacity into consideration. If it was the case he would have never moved the dates to 2015. 
 

He clarified it in another question for DV. Let’s say COVID magically disappears tomorrow and capacity is now 100%, he wants those visa numbers to be utilized.

He needs to know how many unique i485s are waiting in coming months. If most of 2013 and 2014 are given GCs in FY22, he needs to know how many are there next to move dates in FY23.

CO doesn’t take USCIS processing capacity into consideration when moving dates in the beginning of FY. If it was the case he would have never moved the dates to 2015.

Fad moved from mid 2009 to mid 2012(hopefully) this FY alone along with a flood of EAD/ap applications. 3 years movement is commendable. Why do you think it will slow down to 1 year next FY? With another wave of SO?

2013 and 2014 can expect to get current next FY but getting GC in hand may be in FY23.
