What I heard is bro LIN or src cannot transfer to FO directly it has to. Be via NBC not sure on their internal process bro it's all over

general rule of thumb is 
[NCT]SC ---> NBC ---> FO .. 

FO would take the final approval /interview(waive)/RFE (medicals etc) and approve the application. once application is in FO, if applicant files a FOIA or some other thing, then FO has to send all docs to NRC to scan and etc , which delays the process, as Adjucating apicer will be busy and your application goes back in queue. 

So, general guidance is once application is in FO, DONOT raise any FOIA or other requests. Let FO do the needful.
