my guess is .. are USCIS going by recieve date of our EB2 -> EB3 downgrade ? my RD was Oct-30-2020

As per USCIS (link here), 176k out of 280k were already used as of June 2022...meaning 103k numbers are left for the last qtr between both DoS and USCIS. Assuming the pending inventory is 250k on an average (this is consistent with USCIS numbers) and USCIS alone uses all the numbers, 150k will still be left behind for this year.

I strongly believe the dates would either retrogress slightly or remain the same in Oct bulletin. I dont seem to understand how the numbers would add up for dates to advance!! Expecting a 60-70k spillover means the inventory is still at large. Pending inventory numbers inko 250k pettukovalani uscis ki vunte they will advance, but those filed will not get gc for sure!!
