I am surprised at 41k new EB applications in third quarter. Might be ROW demand picked up. Or more people gave up on eb2 and filed downgrade in eb3.

I didn't got you. What I meant was eb2  people who didn't downgraded in first two quarters, but finally gave up on eb2 because of slow movement and filed eb3 downgrade in third quarters. Don't think receipts late issuance is the reason. People got receipts within a month of filing in third quarter. 

I personally know few such people. So just guessing if that is the reason for 41k more new filings.

My reciept came in March bayya , if you see 1st quarter lo undavu even we applied in ictober src chalareciepts April lo vachayai

41k ante avg ga 16-17k families. Very much possible. People switching jobs and also as you said who gave up on eb2. I know a few who did it in 3rd qtr.

Based on what I am tracking they are not RFE cases at least from LIN. I think this is true for SRC. RFE are handled directly by LIN/SRC. Only new cases moved to new office.

Not sure bro. I saw a couple people on telegram say theirs transferred, but I am not sure if it was after RFER.
