No. It means if you are authorized to work in usa or not. All opt, cpt, h1b, h4 ead, gc and usc comes with work authorization

If H1, OPT, CPT are allowed then they won't mention as "Those who are authorized, legally etc.," kada ba

No baa.. H1, opt are also legally authorized to work, if not why would USCIS give them permit to work

Apply chesi chudu baa poyedhi em undi.. sponsorship cheyyamu ante lite tesko if not client ki urgent need unte they may interview u kadha .. u never know ..

Legally authorized means one get authorized to work for the specific employer/sponsorer.

"Work authorization"  holders means those doesn't need any sponsorship and can work for any employer or do any job, simply "those who doesn't need to get their employment documents reviewed and approved by the immigration depts/authorities, there by get the legal authorization to work"
