Why companies started not to sponsor H1b for full time employment??

Does it’s there since the beginning or happening since only past few years?? I see it only cost around 4K for filling fee to do the h1b transfer so why still some companies don’t prefer sponsorship ? Or there any other costs associated with it ? Assume most companies have internal legal team.

Then why most uncles saying they can’t find full time job because of sponsorship issues?? Hiring opt /CPT for entry level positions gives companies to save on payroll taxes as well kada.
