Yeah, VA DMV ki Twitter lo message chesthe, they will respond to you directly and will ask you to explain the nature of problem. Then they will take your contact number and email and give you a time slot, someone from DMV will call you during this time slot and will try to address the issue then and there itself. 
 

I had a similar issue, my cousin was using my old car in VA and had to sell it in middle of pandemic and did not find my title, To replace the title I tried everything I could but with DMV closed, could not get the title and their contact numbers were also not working..

Then someone suggested me to reach out to them via Twitter and did so, made payment online and got my replacement title back in a week and sold my car.

Nope i want to pay off soon and be free of debt. Lease ante eppadiki kadutune undali and car is never mine.  I dont want to change cars too. I feel leasing is waste of money.
