if babus dont get kick backs, they delay things to such an extent that AF don't have option other than importing

indigenous production doesn't not give commissions to babu's and arms agents, IAS babus are the biggest scumbags India has even seen, bad part of Modi hasn not done anything to fix this structural flaw

Perfectly said. MoD is used to commissions. Asalu idi approve ainde goppa.. there is strong lobby to curb encourage imparted stuff and curb Indian made. 

Modi hasn't done much to improve this. Rajnath Singh should take care, IMO. Some mega infrastructure projects are going on at very good pace. MoD lo bureaucracy needs a change of blood.
