Technically yes, but USCIS vyavaharam telisnde kada. Request pedite inkoka 9-15 months lo reply ichestaru. 

If you value that Biometric appointment - suck it up and go to the issued location. Sorry but there is no better way.

you can reschedule..on the Biometric letter you received you will have a number to call back for reschedule...but I would suggested to go to old location and give it..if its near by to your new location...
