they work for govt and they have every right to ask for hike, just the way we expect and ask our employer

Tamil nadu , Karnataka pays more than Andhra , Telangana .  Richer states with less debt are paying much less . 

Most permanent employees are in the top 5% of earners in the state . By any countries standard they are overpaid
