Thats silly thing. My understanding is this - In 2018, SEC started the elections and completed Kakinada (or some other muncipality, I don't remember). After the HC judgement regarding the reservations and assembly/central elections he started where was left in 2018. But due to long delay he may have decided to with Panchayati elections. Because funds to panchayati bodies are more compared to other bodies. Don't under estimate Jagan's legal team. They are very competent. AG Sriram and advisor Ajay Kallam Reddy. Jaggu gaani thalathikka veshalaki vallu incompetent anukune chance undhi.

Veyyataaniki story em ledu vuncle after that court order. All silence after that. 

Courts ni respect sese baboru sat silent. Because he didn't wanted to goto local body elections before assembly elections. Honest officer lemongadda vuncle didn't goto court against government to save democracy that time to conduct elections. Jalaganna sat silent probably because he too didn't wanted anything before assembly elections. Court also didn't Take sumoto case like current times about why its orders were not being implemented.
