They did not implement it only because they fear the backlash from OC will be too high but inko 30-40 years lo OC population ratio will go into a steep decline . Things will change . Almost always management under political pressure will bow down and start taking steps to ensure that the psu will slowly slide down the path of losses...eg is BSNL. If the workers are utilised properly then we can create wonders witha psu too...eg singareni... Quote

PSU culture beings stagnation after 20 years , there will be vested interests formed whose goal is different than company . We have seen time and time again , communist institutions fail after 20 years with rare exceptions . It's hard to infuse new blood / practices in PSU due to its rigid hierarchical structure . Quote
