He ws actuakly there trying to do some development in Nandyal - its there right in the link you shared. But what shah is doing is clear cut bribery. First they withheld money to state using their power in delhi. Second they are telling peopel they will pay only if they vote. Its too much,

if you are not finding fault with sendral then you will not find any faults with amit shah , same to same strategy on a different scale
