They did not. just hashtags. Also 97% calculation can be done in many ways. Basically they did not follow indian govt rules in india itself and showed middle finger. What will gujju boy modi do? ban twitter?

Antha scene ledhu. Here twitter said 1100 accounts clearly - accounts are accounts. There they said 97% of requests were acted upon. Say there are 1000 tweets twitter and 9970 is just troll tweets with hastag farmergenocide and twitter removed them then thats 97%. But the other 30 can have actual influencers which govt wants to banned and twitter showed middle finger. Also even then they refused to ban any account associate with media.
