For those who don't know about dual citizenship issue , there are thousands of tamil Refugees from the eelam war in tamil nadu and even some in Andhra , Karnataka

Even after all these years they don't have citizenship due to lot of technical issues with center . 

Aidmk/ BJP is promising Tibetian style citizenship status for them  .  It's not a new concept , it's already being implemented
