Education is one of main reason .

Also india still has various ancient structures like caste , religion , regionalism  , abject poverty , etc .

Take for example Andhra , even the top most educated people 1% can't overcome their caste affiliation and vote for change to AAP or lok Satta and still choose their caste party like TDP or ycp .

You may hear words like development or abhimanam but simple reason is caste fanatism , tribalism in ingrained in their brain since  childhood .

If the top 1% can't overcome such barrier forget about the rest , also imagine the barrier of hindu - muslim in most of north india with even lower income levels and employment opportunities 

Delhi rose above these traditional structures and they have the best CM of india for the last 30 years
