Walls break down. Buildings are dead investment. Unless the state is filthy rich, govtsshould stay away from big infra projects.

Real investment is education, skill development and decreasing the disparities amongst rich and poor in the soceity. It reduces crime. Improves purchasing power of people in soceity.

The only Elections where ruling party  went for development agenda were 2004 shining India . Every other Elections were fought on garibi hatao , religion or sympathy 

Coming to telugu states , 2004 was the only time a major party went to face Elections on development plank .

Honestly no political leader wants to do the right thing to fix the financial mess and think for long term .

AP state govt almost spends 50% of funds for just salaries and pensions , 2-3% of population enjoying half the revenue every single year . 

Freebies are actually more fair , they are evenly distributed among population . 

A real leader would have the guts to cut back on employee spending and in tease education budget but no one wants to fight the organised group of employees due to fear of vote loss

Some of the infrastructure also boosts income levels a lot like ports , fishing harbours .  They generate mass employment and give good returns .

On the contrary , a majority of people would like government employees salaries curtailed but most state governments are too weak to tackle them .

Modi government is actually pretty good in that track record , they are not mindlessly raising salaries like AP / Telangana 44% 2014, 27% 2019 .

Let the bccccee, sceee and steeeee folks prosper that way myaaan. These days most govt jobs are reserved in the name of cassette. Let them live.  Otherwise they will just sit cry cry and do nothing.
