If you zoom in you can see these "Tactical Operations" written on their arms. These are unarmed security guards hired for this event. Someone thought they could hype the event by hiring cheap unarmed security guards (look at their body figures).

TANA does this quite often by hiring unarmed security guards or off-duty armed police officers to create a scene in airports to receive Balakrishna, Lokesh, CBN etc. Folks who go to these events think local govt is providing security to receive VIPs.

Unarmed security guards are cheap like $150-$200/hr or sometimes you can negotiate for the entire event at a fixed price for all the guards.

Offduty unarmed officers are like $200-$350/hr.

OffDuty armed officers are like $350-$700/hr depending on the type of event or operation like serving warrent or taking a statement etc.

Anyone can hire these guys and there are tons of companies who can provide similar services.
