What do you mean by scarcity ? Currently only above general population above 60 and above 45 with comorbidities are eligible (phase-2). If there is no scarcity of vaccine reduce the age of eligibility (subject to capacity to handle more people).

Death rate for people below 45 is minimal. It is more important to vaccinate 45+ than others. Besides, vaccines only have a shelf life of 6 months. So, if they don't have the logistics of administering those vaccines to people within 6 months, it is better to export them, than not.
