if you do proper maths, it will be INR 2,80,000 per each expatriate worker. A very significant portion of them will be via business routes who only form a negligible portion of the whole work force. And also a significant portion will be via IT workforce.

So the net saving per person who works as labourer will be around 2 Lakh per annum or even lesser. Do you know how harsh the living conditions will be there? Do you know how many sacrifices they have to do for saving such a small sum? 

They work 10-15 hours per day to save such a small amount. Literally eat nothing.

Compare that with what the locals do and earn
