eb2 priority date June 2013 but moved to Canada h1 issues valla. Can they apply for AOS from canada or do they need to be in US?

AOS will happen only when in US.. Else u can apply for consular processing which take decades

I think they do consular processing, unless they come here on a different date closer to their priority date. Idi varaku (> 10y ago) dates used to progress naturally. Oka lekka vesi last lo B1/B2 meeda vache vaallu prior to filing AOS. Or consular processing would take 2y more and people were OK with that. Now consular processing takes ages ani vinna.

If you have 140 I think any body can transfer sponsorship h1 if I am correct unless your 140is revoked oka sari knauko 140 acti e ga unda

Have to be in US to file for AOS

I honestly don't know. That B1/B2 comment was only an example and someone I know did that long time ago. Not sure what is allowed now.
