Yes. Godzilla let Kong live. 

Kong allowed itself to be manipulated by humans. 

The scene where Godzi gets on its fours to wildly grab and scratch at Kong must've been scary in theatres.

Godzi didn't fight this raw in any of the films before in this franchise. Like it was genuinely pissed off.
