Look at the event time line, link up with the motive. SIT was formed to kill time and manage evidences and motive...clean up the entire set up. I'm sure even Jagan knows that eventually this will be handed over to CBI and before it does, he was smart to appoint a SIT under state police and manage the scene. 

Ipudu CBI vachi take over chesina kuda, just another case pending investigation laaga ne migilipotadi...No one will ever get to know what happened..
