Do some research buddy. AAP govt passed lokpal in Delhi assembly in  2015 and it’s central govt that has to approve it (as Delhi is union Territory ) https://www.indiatoday.in/india/story/jan-lokpal-bill-passed-by-delhi-assembly-275725-2015-12-04
