It's a location in sea that belongs to Philippines by internationaly accepted UN rules but china claims all of south China sea as its own and hence building artificial  islands all over the sea . 

China has maritime disputes with almost every ASEAN nation 

This particular island is much more provocative since it is very close to Philippines landmass .

I heard Indian gov is trying to build a megacity on the Andamans.. its pointless. Its too far from the main land and will be stuck like Mauritius, as just a holiday destination.
