not just corruption. They actively push the union govt agenda on to the state govt. They can stifle the state govt if they want to.

every institution infested with these people. Election commission, open support to the union govt. they shot villagers in Bengal yesterday, and ECI didn't even react. sick stuff.

bend rules to favour the union. trample on aspirations of the state..

yeah surcharge tax 100% of which will not be shared with the states.. maj of tax rises are surcharges in the last 4yrs. sick sick people these civil service guys.
