There is something wrong in gujarat , tamil nadu has the same amount of cases but nowhere is such rush for hospitals , crematorium , medicines , oxygenn, etc . 

Massive under reporting is the only possible reason

It's true there is a personal responsibility on individuals but for many people it's not much of choice due to the nature of their work .

Hopefully state govt becomes transparent about the covid numbers and starts taking better measures

I think, transparency about COVID numbers will not yeild any good measures. The hospitals are already over crowded, short supply of vaccines, not enough hospital beds or oxygen supply, Ventilators are not suffient either.

Reporting actual covid, will actually make things any better.

Even if we start adminstering vaccines on emergency scale, It actual effect may be felt two months from now but people who are getting exposed to covid now will have very less chance to take advantage of vaccine.
