If all these downgraders are struck in eb3 for some reason, Then I see bad time for eb3. But I am sure they will figure out some new loopholes and again do upgrades downgrades. And eb2 and eb3 will mostly remain same for near future.

It cannot be struck ipudu eb2 inventory is moving 3 months (considering both way spill over) eb3 will move at least 2 months every bulletin also eb2 will not move like 6months in one bulletin it will move at constant pace

99% members will downgrade ..if employer allows it.. so it will be slow eb3
