The topic of the conclave was - How to make TN a trillion dollar economy in 10yrs..

he says that such transformation can happen only with physical, social and structural changes, and not just through technocratic push from the top. and for that politics is the only way.

reminds what dravidian parties, especially Karunanidhi who's hated by the rest of India (dumbshit Indians), have accomplished by fulfilling the needs of every citizen and are constantly eeking out policies to get all the lost people into the system.

it is this freebies that help people, a social infrastructure that allows people free to pursue their self interest.

means, he's saying the dream of $1 trillion is all well and fine, but remember TN people are empowered, and they will not take kindly to orders from the top on what to do and how to do it. And tht they will choose their own destiny., whatever it is.

Its not the job of govt to generate revenue. its upto the people.

jagan can better target his welfare schemes, or he's already doing it. I don't know... and you dont know too

Are you suggesting that the govt should get loans and distribute to the people?? Or give it from the excess revenue? 
Social welfare schemes should be a portion of the state budget.. most of our budget is spent on social welfare schemes... and the remaining goes to interest payments on loans and employee salaries and pensions... 

there is no money left to build any infrastructure (roads, sez, water supplies, etc)
