Yes Dropbox eligible if it is expired not more than a year.

For B2 it is still 1 year I believe.

exception was for h1s due to covid.

Expansion of Interview Waiver Eligibility

Secretary Blinken, in consultation with the Department of Homeland Security, has temporarily expanded the ability of consular officers to waive the in-person interview requirement for individuals applying for a nonimmigrant visa in the same classification.  Previously, only those applicants whose nonimmigrant visa expired within 24 months were eligible for an interview waiver.  The Secretary has temporarily extended the expiration period to 48 months.  This policy is in effect until December 31, 2021.

Yes .. as long as previous visa is expired in less than 48 months .. But finger prints ivvalsi ravachu konni cases lo .. I think 2008 or 09 tarvata 10 prints start chesaru ..aa tarvata stamping untey no need ..
