J1 allowed

Valid non-immigrant visa holders are allowed 

family members ( spouses and parents ) of uscs and gc holders are allowed

After 4th may, except f1 and h1b visas who don't have usc kids. rest all are allowed because everyone will fall in one or other categories

i dont think non imm visa h1b is allowed, 

students and some humanitarian workers are exempted from the ban. 

USc family is allwoed, Gc family is allowed, not sure of their parents, as parents would still be a non imm visa.
