Logistics poor, which is based on math and science. You can't compare and do what other nations do in such crisis because the scale is huge. We have 1billion more people compared to US and 1/5th land mass compared to China. It's like traffic at Amazon vs AndhraFriends

India needs its own research to find solution not copy other nations.   

In addition Bureaucracy is lazy without any consequences and does no forward planning or innovative thinking. 

Most importantly no local governance.

That's not true. India produced nuclear missiles and has a robust space mission. You can't have those things without proper science. Those programs were success because of the resolve. Sadly that is lacking in other areas like infrastructure, logistics, health etc. Population also makes these very hard problems to solve.
