Central Vista a vital, essential national project: Delhi HC dismisses plea to halt work amid Covid pandemic

The Delhi high court on Monday dismissed a plea that sought direction to suspend all construction activity of the Central Vista

Avenue Redevelopment Project. The continuation of the project was challenged in view of the second wave of the Covid-19 pandemic.

A bench of Chief Justice DN Patel and Justice Jyoti Singh dismissed the plea saying the petition was "motivated" and "not a genuine PIL". The bench imposed a cost of Rs 1 lakh on the petitioners. 

The court further allowed Central Vista construction to continue, saying it was a "vital and essential" national project.

The high court while refusing to stay construction said that as the labourers are staying on-site, "no question of suspending the construction work arises".

"The concerned Delhi Disaster Management Authority (DDMA) order in question nowhere prohibits construction work," said the Delhi high court.

The court said under the contract awarded to the Shapoorji Pallonji Group, work had to be completed by November 2021 and, therefore, it should be allowed to continue.

 

The legality of the project was already upheld by the Supreme Court, said the Delhi HC.

Central vista la only a portion works are started, amounting to 900 crores something. Makes no sense to stall those projects and remaining works are however are yet to be started and has no timeline to finish yet. Its infrastructure and stalling such works will only increase the cost and eventually it has to come out of tax payers pocket. Economically, useless to stall. 

Public health is a bigger priority now, but stalling projects will not really help improve health infrastructure immediately. We need to come up with a ten year plan bi yearly phase wise to improve health infrastructure and double the bed capacity. Its much bigger plan and may take decades.
