B.Tech ( 8th year ), with 10 backlogs - kindly suggest next options.

I am unfortunately stuck in a scenario where I am struggling to complete my B.Tech degree from an affiliated school to JNTU.

Currently at year number 8 with 10 backlogs still pending. Can anyone please help me with the following info ?

1. Are you allowed a 2 year grace, after the 8 years expire ? 

2. Are you allowed to transfer any completed courses to another university or deemed university ? 

3. I am open to any other suggestions you may have to get any degree at this point to further advance in my career
