This is how visas are allocated as per charlie comments

Total gc = 262k

EB1,EB2,EB3 each get 28.6% =79,832 Gc for each category.

then 7% cap applied to this number.

India -EB1 , EB2 and eb3 each get -5588 gc

now the fall up, fall down, fall across numbers comes in.

fall down ->EB1->Eb2->eb3

fall up -> eb4/eb5 ->eb1-eb2-eb3

fall across -> row eb1 ->eb1 most backlogged,  same for eb2/eb3

 

so the allocation of visa numbers might not be equal for eb2 and eb3 india, bcoz the row number spilling for eb3 will be different  than eb2 row. on top of that eb3 i140 numbers are 4 to 5 times less than.

 

Final unused visas will be allocated only in last quarter  that is from June to sep and they need to be consumed within 4 months.
