Here its stopped temporarily due to shortage and is case in many other states those have been diverted for 45 Yrs plus and for second dose.

Private may be giving but temporarily stopped for 18-44 age group in Mumbai /MH to reduce second dose recipients. 

Sputnik ayithe as of now Apollo exclusive la undhi but possibly we shall get in govt centers soon also since BMC got more Sputnik bids via global tenders..
