They will finish no matter what because lot of money is riding on it . UAE will gladly accomodate them. 

By June 15 th covid will be under control in india , except in tamil nadu , Karnataka and AP (and Telangana but we don't report that) . So even domestic matches cannot be ruled out

Contractual obligations.... Most of foreign boards may not release the players so it will be mostly WI and retired players / new comers..

Foreign players dependent teams are not doing well and they will be crushed even more...
