H1B Dropbox DOS Refused status

I see below message in DOS status: Anyone know what could be reason?

Refused means...u need to go in person...mostly Admin processing...mine got refused and asked me to attend in person...luckily no 221g...they just approved

Due to recent ban rule, they are denying all the applications on 221g, asking to email if any ban rules doesnt apply to you.

You mean I have to email them and ask if ban rule doesn't apply?

yes, you have to prove youself you have this excemption, by attaching all the documents.

aithe US born kid untene exception kada. So ban teesedaka wait chesi malli dropbox veyalemo.

Also, I dropped end of april before this is effective.

 This proclamation is effective at 12:01 a.m. eastern daylight time on May 4, 2021.

US born kid and mother in India , father in USA - rule unte you can email 

or else need to explore ways
