Your parents can enjoy - Bellagio water falls, Mirage Volcano show etc, Circus hotel also has some free shows. you can take a gandola ride at venetian.

If indoors are safe, the indoor shows like, MYSTÈRE BY CIRQUE DU SOLEIL, O BY CIRQUE DU SOLEIL are also good.

 

But in case you are looking for social distancing, contact less checkin, to avoid too many people, airbnb is also an option but try to book that very close to the strip.

I stayed at Park MGM last time since it's smoke-free, and my parents found it really comfortable. We also checked out New York-New York—rooms were okay and affordable. If you're comparing hotel options online, the vibe reminded me of some of the 3 star hotels in Singapore—clean, budget-friendly, and in a good location.
