Any country where civil service jobs are more in demand than being a scientist or a doctor or an engineer is a failed nation . 

These IAS , IPS  should have been abolished long ago , these systems were only put in place to extract maximum resources from india . 

Power hungry politicians kept them in place to continue what British started
