Basically , he wanted to threaten india to stop appropriating supplies meant for UN COVAX program . 

Now that indian government  has loosened it's  purse and stopped witholding permissions for other vaccine manufacturing , he's satisfied .

I don't think UK plant will move forward simply because it's too costly.
