Migrating from Hyderabad to Bellevue

Hi,

Asking for a friend...he is migrating from Hyderabad to Bellevue for Job in 3 months. Can anyone please help me with following Questions?

1. Monthly Expense for a family of 4 him, Spouse and 2 kids. (including Utilities, Electricity, water & internet)
2. Rent per month for a 2BHK..he's not too concerned to be close to office but want the community to be safe for kids and family. he said  budget is around 2500 USD per month.

Kindly help with your insights on these questions. if we need to be aware of any other costs..Please
