You can see the report generated by some Chinese guy script where 60k applications didn't make any progress at all and everything stalled. It is projected that USCIS wastes 100K+ visas. Premium 140 will not give you GC but if yiu get ead ap even if yiu don't get gc yiu cannot use , any lay off or job change you will be protected under ac21 if your 140 is not approved and yiu leave no one will answer your queries

To become documentarily qualified 140 is basic step

EAD's are not coming either unless people submit Expedite request. The charts from that guy is the proof that there is no movement on any of the cases.

EaD ap will eventually come they completely stopped issuing in all the centers they want to use the processing time effectively 

At present only msc is giving gc and rfe that doesn’t mean you will not get ead ap forever and without 140 if yiu want to change the job on h1  you cannot do it peacefully by filing 485k

From now LIN and sec the case transfers will happen to local fo or msc

They provide good data but they used to do one month back but some times uscis stops because of rate limiting requests they stopped for some.time and started again from 3 days

Dates will move anukunta till October 

But filing dates post Sept entha move avutayi eb3 lo chudali because ofl slowness in lin and src

But of they don't process by September 30 all the numbers that should have been allocated this year will move to next year

I am guessing until 2020 downgrades I140 number is fully known dates will continue moving.Once I140 numbers are out dates will retrogress
