You are wrong , Andhra Pradesh has the lowest literacy rate in whole india . 

Much more worse than bihar and UP @~`

also data shows only rural population, it is not projecting entire state population

That data is school participation , which doesn't include total literacy rate . That means school participation in Andhra Pradesh state was abyssmal for the last four decades when all states were more or less equal back then
