In IT,Usually who prepares Technical Recovery plan documentation for the project ?

Is this for Disaster Recovery or for a rollback steps after a deployment? The term Technical Recovery is vague for me.

DR Plan is part of solution architecture for the entire solution and it has no developer part in it.

Rollback aithe its on the developer to give steps to get things back on track if a deployment has gone bad.

This is for arc steps. What if there is outage on prodA   and need to replicate steps on prod b  .. alternative to prod and execute steps

I do not think developer has to do the steps on this, this is for a architect to detail out the steps on what all changes have to be done, since this involves looking at more than one component of the solution and involves networking,security and Infra folks too
