This scheme is more like a rotational annual scheme. 
 

Ie year lo oka percentage, next year inkoka percentage, remaining before the election year.

and for elections, naku vote veyakapothey rythu bandhu paisal paaye, Dalit paisal paaye…! And once re-elected, ivevi vundavu.
