These were part of Vaccination drive where some bigger housing societies tried vaccinating residents in co-ordination with some pvt hospitals.

The guy in question seems to have some connection with Kokilaben dhirubhai ambani hospital Mumbai and looks that doses were actually saline water.

This fraud was found and culprits have been arrested now unless they get approval from Local authority (BMC/MCGM) societies themselves can't conduct a vaccination drive.
