This is a far efficient method of growing specific crops 

It also happens naturally in some places , Aztecs were the pioneers in adapting such innovations

Only if you can market it yourself , same situation regarding every agricultural industry. 

If you can't market it , it's a huge loss making venture

I have been growing Dhalia flower and orchids in the same way.

If your in downtown, transportation of greens into city, where you don’t have enough land to grow and crop can be vertically harvested it makes perfectly sense using this method.  And also shelf life   Time will be saved …nyc and Bronx lo these are hot cake business model…

There is no chemical that can make a lemon tree to produce fruit if it's environment is not good

Is it getting enough sun light ? 

Is the plant producing flowers ? If not you got  bad plant that can't produce fruit in your soil/weather 

Try giving it NPK fertiliser high in potassium and regular watering .
